The Baker City Planning Commission will conduct a hearing on Wednesday regarding proposed changes to Ordinance 3310, which covers development within the 100-year floodplain along the Powder River.? It will also continue a discussion of viewshed rules and notification of affected property owners.
The proposed changes in the floodplain ordinance are needed in order to comply with regulations of the National Flood Insurance Program, according to Planning Director Jenny Long.? Maintaining eligibility for the federally subsidized insurance reportedly saves owners thousands of dollars a year over the cost of private flood insurance.? Flood insurance is not required by law but is required by most, if not all, mortgage institutions as a prerequisite for mortgages on property within a floodplain.
Because the ordinance applies only to new construction and ?substantial changes,? it will not directly affect owners of existing property.?
