Prejudice can cause depression at the societal, interpersonal, and intrapersonal levels

ScienceDaily (Sep. 18, 2012) ? Although depression and prejudice traditionally fall into different areas of study and treatment, a new article suggests that many cases of depression may be caused by prejudice from the self or from another person. In an article published in the September 2012 issue of Perspectives on Psychological Science, a journal of the Association for Psychological Science, William Cox of the University of Wisconsin-Madison and colleagues argue that prejudice and depression are fundamentally connected.

Consider the following sentence: "I really hate _____. I hate the way _____ look. I hate the way _____ talk."

What words belong in the blanks? It's possible that the statement expresses prejudice toward a stigmatized group: "I really hate Black people," "I hate the way gay men look," or "I hate the way Jews talk." But this statement actually comes from a depressed patient talking about herself: "I really hate me. I hate the way I look. I hate the way I talk."

The fact that the statement could have been completed in two equally plausible ways hints at a deep connection between prejudice and depression. Indeed, Cox and colleagues argue that the kinds of stereotypes about others that lead to prejudice and the kinds of schemas about the self that lead to depression are fundamentally similar. Among many features that they have in common, stereotypes of prejudice and schemas of depression are typically well-rehearsed, automatic, and difficult to change.

Cox and colleagues propose an integrated perspective of prejudice and depression, which holds that stereotypes are activated in a "source" who then expresses prejudice toward a "target," causing the target to become depressed.

This depression caused by prejudice -- which the researchers call deprejudice -- can occur at many levels. In the classic case, prejudice causes depression at the societal level (e.g., Nazis' prejudice causing Jews' depression), but this causal chain can also occur at the interpersonal level (e.g., an abuser's prejudice causing an abusee's depression), or even at the intrapersonal level, within a single person (e.g., a man's prejudice against himself causing his depression).

The researchers state that the focus of their theory is on cases of depression that are driven primarily by the negative thoughts that people have about themselves or that others have about them and does not address "depressions caused by neurochemical, genetic, or inflammatory processes." Understanding that many people with depression are not "just" depressed -- they may have prejudice against themselves that causes their depression -- has powerful theoretical implications for treatment.

Cox and colleagues propose that interventions developed and used by depression researchers -- such as cognitive behavior therapy and mindfulness training -- may be especially useful in combating prejudice. And some interventions developed and used by prejudice researchers may be especially useful in treating depression.

Using a wider lens to see the common processes associated with depression and prejudice will help psychological scientists and clinicians to understand these phenomena better and develop cross-disciplinary interventions that can target both problems.

Finance professor sees Dow hitting 15,000

    By NBC News staff

Wharton School finance professor Jeremy Siegel told CNBC Monday that he thinks the Dow will hit 15,000 by the end of next year, and 17,000 is now ?very, very attainable.?

Siegel, who has been bullish for some time, noted that the Dow only has to go up 10 percent from current levels to reach 15,000.

    ?I?m not saying it?s a slam-dunk, but the odds are 2 or 3 to 1,? he said.

Stocks have risen sharply since the Federal Reserve launched another aggressive bond-buying program to spur the economy last week.

Fed Chairman Ben Bernanke said he will continue to boost the economy until he sees signs that it can deliver sustainable job creation.

One of the results of ?QE3,? the Fed?s third round of so-called ?quantitative easing,? is higher stock prices.

Indeed, stocks have risen for four consecutive months, boosted by expectations that the world?s central banks will keep interest rates low to stimulate their struggling economies.

Under the Bar: They are NOT Angry Birds!

    Sunday Edition Article?

This is a guest ?Under The Bar? post by The Special Education Meathead. This person chooses to remain anonymous due to special education policies, parents, administrators and other teachers. This person intends to tell things they way they are so parents are better informed of what their real choices are. The purpose of this article is to shed some light onto the important role fathers of children with disabilities play and how schools need to better understand and support their involvement in school. This article is not intended to be a sweeping generalization or assumptions of one sex over the other. It is not intended to ignite any type of gender bashing or stereotypes. This article is simply a brief compilation of the research available related to fathers of children with disabilities and how schools can translate that information into daily practice. Nothing more, nothing less.

    ?

Another school year has begun and by now the chaos of the first few weeks of school has passed. A new school year likely means a new teacher, expectations and classroom routines. All students struggle settling in and long for the comfort of a routine.? Students with disabilities struggle to find that normal routine even more than a typical child. Parents are struggling too. I have already had my first interaction with an angry parent. It?s all part of the learning curve and understanding how to communicate and integrate new expectations for individual children.

    ?

Once the school year is off and the routine is in place, certain norms come into play. Let?s face it, whether right or wrong fathers are typically left out of the new school year expectations. Sometimes it is by individual choice, family structure or division of familial responsibilities. Sometimes, it is not.

    ?

Often the mother of a child with a disability assumes the role of nurturer and protector. Mothers tend to handle the child?s disability in a more emotional manner, is mother hen and protector of her young. During the younger years the mother is the one who oversees most aspects of her child?s life, including school. Mothers are more focused on day to day activities and requirements. Sadly, dads are often put on the back burner and are often turned to as ?the heavy?. ?Rather than just being the guy called in to school when mom is angry, dads have a valuable roles and responsibilities. Involving and encouraging fathers to be directly involved is critical.

    ?

Fathers of children with disabilities have unique perspective and experience. Like most fathers, these fathers must present as being in control and in charge. Their role is to reassure their child and family that everything will be ok. Fathers tend to provide a calming and logical presence and help provide clarity and reassurance to the child with a disability. ?The reality is, often times the father is also struggling which is compounded by the typical male expectations in society.

    ?

Some interesting facts concerning fathers of children with disabilities:

    ?

-Fathers? reaction to the birth of a child with a disability is very intense and they experience a diagnosis as a greater crisis than the mother.

    ?

-Fathers are forced to evaluate the typical male expectation within society as it relates to the birth of a son. When the birth of a son with a disability is involved, it is not uncommon for the father to initially experience disappointment and grieve a loss of what could have been.

    ?

-Fathers? acceptance of their child is strongly influenced by his own parents? acceptance of the child with the disability.

    ?

-Fathers are more concerned with the long-term implications of their child?s disability than the mother.

    ?

-Fathers main source of support are their partners. Fathers are vulnerable to depression and stress as a result of expectations demanded of them.

    ?

    ?

Over the years, experience has taught me that I prefer to deal with fathers as a primary point of contact. Generally speaking the fathers tend to be more direct and open without judgment or emotions directing the conversation. Fathers have different views, expectations and suggestions than a mother might have. However, it is critical that the child have both parents active and involved. When there are two active and knowledgeable parents involved in a child?s long term development and education, more ground can be covered by working collaboratively.

    ?

Professionals have an obligation to invite parents to an IEP meeting. It is often assumed to be the mother simply based on ease of contact, staying at home and being a mom. Fathers should be encouraged to be involved, input provided and to experience a mutual and open relationship for the child?s long term interest. Yet, not all fathers like being contacted. Determining every preference for every family I service is unrealistic during the initial phases of placement. It?s a balancing act for us professionals while trying to respect and understand your individual family needs.

    ?

Let me reassure you, there is not an evil conspiracy amongst schools to contact the mother first when needed and leave the father out of the equation. Schools call the primary contact listed in the system and then we work backwards from there. ?When your child was registered for school, you filled out contact information. On the contact form, the parent listed first is entered into the computer system first (unless you have provided legal orders and judgments). When I write an IEP and enter data, I am referring to the enrollment information and parent contact listed in our system. If dad is listed first, he is the primary contact listed on the IEP. You can change contact information at any time, simply call the office and have your requests for contact noted. It is also possible that the parent who registers the child or attends the IEP meeting becomes the primary contact simply as a matter of attendance.

    ?

    ?

Fathers, you matter and you are critical to your child?s success in school. Now that the new school year is upon us, this is your opportunity to set some new standards as we all settle into the routine. Send your child?s teacher and special education providers a short email introducing yourself, letting them know what your comfort level and expectation for involvement and communication is. Teachers want your involvement and your child needs your involvement. Please, reach out to us and let us know your unique needs for communication and involvement.

    ?

Teachers out there, take some time and reach out to the fathers. They can be your biggest supporter and ally or they can end up coming in at some point down the road as ?The Heavy?. Let?s all work together, bridge these gaps and support all aspects of who a child is beyond IEP goals, homework and grades. Fathers of children with disabilities want to be included and involved. Their children benefit from them being involved. It can be as simple as acknowledging their value and reaching out.

Microsoft might have just signed off on Windows Phone 8?s final build. A photo uploaded to a Chinese social networking site called Sina Weibo, which was discovered by LiveSino, shows Microsoft employees signing off on a poster off that reads Windows Phone 8 RTM.?Microsoft Phone?s Corporate Vice President, Terry Myerson is seen?signing off on the poster. There?s a lot happening in the Microsoft camp this year, apart from of course, the major Windows 8 OS launch. Windows Phone 8 is expected to launch very soon after that or around the same time. Windows Phone 8 is the mobile operating system being developed by Microsoft to take on Google?s dominant Android and Apple?s iPhone smartphone market. After lagging behind the mobile OS race, Microsoft released Windows Phone 7 back in 2010, which was then followed by Windows Phone 7.5 in late 2011.

Enter the next level in Windows mobility

    ?

    ?

There?s no official date of launch for Windows Phone 8 just yet, but the news of the RTM build being final means that phone manufacturers and OEMs should be receiving this final build of the OS real soon. The first of the phones are expected to hit markets sometime in November this year. So far, the officially announced smartphones to ship with the Windows Phone 8 OS are Samsung?s ATIV S and Nokia?s own Lumia 920 and 820 models.?

    ?

There are quite a few improvements over the older version. Here are some of the highlighted features that users can expect to find on Windows Phone 8:

    • Multi-core processor support ? Windows Phone was a slick OS that ran smoothly on handsets with a single processor. The latest OS now features multi-core support with Belfoire claiming that they?re ready for whatever hardware makers dream up.
    • Bigger, sharper screens - Windows Phone 8 supports two new screen resolutions ? 1280 x 768 and 1280 x 720, making it compatible with new handsets that will feature high-definition 720p displays.
    • More flexible storage - Windows Phone 8 supports removable MicroSD cards, so users can stuff their phone with extra photos, music, and whatever else is important and then easily move it all onto their PC.
    • NFC wireless sharing - In Windows Phone 8, NFC helps make sharing photos, Office docs, and contact info easier. One can achieve this by tapping their phone on another NFC-equipped device.
    • Internet Explorer 10 - The next version of Windows Phone comes with the same web browsing engine that?s headed for Window 8 PCs and tablets. Microsoft claims that IE10 is faster and more secure, with advanced anti-phishing features like SmartScreen Filter to block dangerous websites and malware.
    • Wallet - Windows Phone 8?s new digital Wallet feature does two things. It can keep debit and credit cards, coupons, boarding passes and other important info right at one?s fingertips. And when paired with a secure SIM from your carrier, users can also pay for things with a tap of your phone at compatible checkout counters.
    • Better maps and directions - Windows Phone 8 builds in Nokia mapping as part of the platform. This partnership will provide more detailed maps and turn-by-turn directions in many countries, plus the ability to store maps offline on your phone so you can work with maps without a data connection.
    • Improved apps and games ? Microsoft states that basing Windows Phone 8 on the Windows core will unleash a new wave of amazing apps and especially games.

    Overtime Bidding

Why did the auction closing time extend by 10 minutes after I placed my bid? This is called "Popcorn" Bidding: Bids placed within 10 minutes prior to a lot's scheduled closing time will extend the closing time on that lot an additional 10 minutes. This gives all bidders an opportunity to place a competing bid. All lots will close when there have been no bids placed within the last remaining 10 minutes.

    Max Bid

Your Max Bid is the most you are willing to pay for an auction item. Consider placing a Max Bid if you don?t have time to monitor an auction. Your Max Bid won't be displayed to other bidders, but will be displayed as the current bid based on the bidding increment. You won?t pay the Max Bid amount unless another bid bumps you up to the next increment.

    Watching Items

You can monitor items you're interested in without placing a bid by selecting Watch This Item after you've logged into your account. Now you can keep track of the closing date, next minimum bid and number of bids from your Account page. We?ll email you a reminder to bid the morning items you are watching close. Should you hire a financial planner to help you through divorce ...

Prior to the economic recession, couples that divorced in California often had difficulty with and disagreements about the financial aspect of their divorce. That remains the same today. Now, however, people are not fighting over who will get the family home, the stock options, the retirement plans and the savings account. Instead, they are working out who will take the credit card debt, the student loans and the underwater mortgage.

The point is this: regardless of the situation, money has always been and will always be one of the most complicated, contentious aspects of a divorce. As such, many divorcing couples are now choosing to retain the services of a financial planner, to help them work out not only the details of their divorce but also to help them prepare for life after their split.

The services that will be provided to you by a financial planner largely depend on your specific situation. For example, if you have children, a planner will be able to recommend the best income tax agreement for you and your spouse in order to ensure that you are taking full advantage of child tax credits and other benefits. They can also offer advice on whether to sell your home, cash in stock or a retirement plan and the like.

More importantly, however, financial planners prepare their clients for life after divorce. Going from two incomes to one is a difficult shift, and planners help their clients set and stick to a budget in order to ensure that they are able to pay their bills and prepare for future expenses.

If you are considering using a financial planner but aren't sure of who you should hire, you may want to ask your family law attorney for recommendations.

Genes render some rice species sterile: System of three genes prevents hybrid rice from reproducing, new study shows

ScienceDaily (Sep. 13, 2012) ? Researchers have identified a set of three genes that are responsible for hybrid sterility in rice, or the inability of many hybrid rice species to pass their genes on to the next generation. These findings inform a model that suggests how such hybrid sterility is maintained across rice species, and they may lead to the genetic improvement of rice as a food stock.

The research is published in the Sept. 14 issue of the journal Science, which is published by AAAS, the nonprofit science society.

When two different species mate, like a horse and a donkey, their hybrid offspring -- a mule in this example -- is born reproductively sterile. But, this phenomenon, known as hybrid sterility, isn't limited to the animal kingdom: Plenty of plants produce viable hybrids that are genetic dead-ends as well.

Now, Jiangyi Yang and colleagues from Huazhong Agricultural University in Wuhan, China, along with other researchers from the Chinese University of Hong Kong, have investigated the hybrid sterility that results between the indica and japonica subspecies of the cultivated rice, Oryza sativa.

The researchers honed in on a specific region of the rice chromosome, S5, which they had previously associated with hybrid sterility. They found three tightly linked genes -- ORF3, ORF4, and ORF5 -- that control fertility in indica-japonica rice hybrids. The ORF5 gene functions as a killer and ORF4 partners with it while ORF3 works against them, taking on the role of a protector, they say.

Apparently, among indica and japonica subspecies of cultivated rice, the killer gene and its partner work together to kill female gametes, or eggs, while the protector gene actively tries to save them. Specifically, the researchers suggest that ORF5 produces a molecule that is sensed by ORF4 and leads to an uptick in stress on a cell's endoplasmic reticulum. That stress eventually activates ORF3, which works to stabilize and protect the endoplasmic reticulum, they say.

This kind of killer-protector system underlies the hybrid sterility between these two species of cultivated rice, according to the study. Yang and the other researchers suggest that non-lethal combinations of ORF4 and ORF5 may allow indica-japonica hybrids to pass their genes on to subsequent generations -- and that overcoming this hybrid sterility in rice could lead to more desirable crops in the future.

The report by Yang et al. was supported by grants from the National Natural Science Foundation, the 863 Project, and the 111 Project of China. D.S. Brar of the International Rice Research Institute provided the rice seeds.

Quinton Jackson out of UFC 153 bout with Glover Teixeira

UPDATE: Just hours after White shared the news about Jackson, he tweeted that Jose Aldo is also out of his UFC 153 bout.

Here we go again. UFC president Dana White just tweeted the news that Quinton Jackson was injured and is out of his UFC 153 fight with Glover Teixeira.

UFC 153 already has a new main event. Last week, former UFC lightweight champion Frankie Edgar stepped in to fight Jose Aldo when Erik Koch was injured. Now, the co-main event fight is in jeopardy.

This bout was supposed to be the last on Jackson's contract, and his rocky relationship with the UFC indicated he would not be welcomed back with another contract. He is riding a two-fight losing streak and has ripped the UFC's matchmaking publicly.

Hopefully, the UFC will be able to find another opponent who will fight Teixeira in front of his home crowd. He has 16 straight wins, and debuted in the UFC with a destruction of Kyle Kingsbury in under two minutes.

It's the latest in a strong of fights that has had some sort of cancellation or change for the UFC. The main events of UFC 146, 147, 148 and 149 all changed at some point, and UFC 151 was cancelled after Dan Henderson was injured and Jon Jones turned down Chael Sonnen to replace the main event.

Silicon Valley isn't sharing Facebook's misery

MENLO PARK, Calif. (AP) ? Silicon Valley, it turns out, doesn't revolve around the stock prices of Facebook and its playful sidekick, Zynga.

By most indications, tech companies in this hub of innovation are humming along, even as two of its rising stars endure steep declines in their stock prices that have wiped out more than $60 billion in wealth in the past six months.

Companies catering to mobile devices, business software and data management products are thriving, while longtime Silicon Valley stalwarts such as Apple Inc. and Google Inc. remain among the most revered brands in the world.

"Nothing has fundamentally changed about the opportunities that are possible," says Aaron Levie, CEO of Box, an online data-storage company based in Los Altos, Calif.

The optimism in Silicon Valley can be seen in a variety of ways in this area that covers roughly 40 miles from San Jose to San Francisco:

? Entrepreneurs are still pursuing big ideas and raising millions of dollars.

Silicon Valley startups raised $3.2 billion from venture capitalists during the April-June quarter, far more than in any other part of the U.S as tracked by the National Venture Capital Association. Venture capital flowing into Silicon Valley increased by 4 percent from the same time last year, while it dropped 12 percent nationwide.

? Apartment rents in San Francisco have soared beyond the lofty levels of the original Internet boom more than a decade ago. This time, it's being driven by well-paid software engineers and Web designers who are flocking to Silicon Valley.

San Francisco apartments rented for an average of $2,734 in June, up 13 percent from a year ago and well above the average of $2,128 when technology stocks were at their peak before the dot-com bubble burst in 2001, according to the research firm RealFacts. Renting in San Jose ? the region's largest city ? is less expensive than San Francisco, but even there the average lease cost $1,811 a month in June, a 10 percent increase from last year.

? Computer coding programmers still command top dollar for their services because there aren't enough of them to meet demand.

Jeremy Stoppelman, CEO of the 8-year-old online reviews service Yelp Inc., said his company is always behind on its hiring goals for software engineers.

"There is no one who is like 'Oh, we have all the engineers we need and we don't need more,'" he says. Competition is fierce from all sides ? massive companies such as Google and Facebook, tiny startup incubators and everything in between.

"And there is attrition," Stoppelman says. "From what I gather from engineers, two, three times a week they get calls from recruiters."

Software engineers working in the San Francisco area are now paid an average of about $115,000, up from $106,000 in 2008, according to Glassdoor.com, which analyzed compensation figures collected from users. The average salary for software engineers in the Bay Area is about 17 percent higher than the national average for the same occupation, according to Glassdoor.

Google now pays its engineers an average of $142,000, up from just under $104,000 in 2008, Glassdoor calculated. During that time, Google's workforce has swelled by 70 percent to about 34,000 employees, including thousands of engineers working at or near its headquarters in Mountain View, Calif.

Even Facebook and Zynga remain on hiring sprees.

Facebook still plans to transform its Menlo Park headquarters into the equivalent of a small town that is supposed to eventually house 6,000 workers. The social networking leader has hired famed architect Frank Gehry to design a 420,000-square-foot warehouse that will feature a garden growing across its roof. Plans also call for a town square featuring restaurants, a bike shop and health clinic.

Levie moved Box from Seattle several years ago because he believed his company had to be in Silicon Valley to succeed. Box now employs about 500 workers and raised $125 million this summer. Levie is just 27, a few months younger than Facebook founder Mark Zuckerberg, who turned 28 the week his company went public in May.

Echoing an oft-repeated Silicon Valley ethos, Levie says startups are much more focused on their long-term prospects than their performance from one quarter to the next.

Wall Street, though, isn't known for its patience. Investors' fixation on short-term results has left Facebook's stock trading at about half of its initial public offering price, while Zynga's stock has lost more than two-thirds of its value.

Driven by the hype leading up to its IPO, Facebook Inc. opened with a stock price of $38 and a market value of $104 billion. Less than four months later, share prices have lost half their value.

Investors have been unhappy that Facebook's revenue growth is slowing, seen as a sign the company won't be able to make as much money as more people use Facebook on mobile devices, where there is less room to show ads. The worries have hammered Facebook's stock, even though many analysts still see the company as a solid long-term investment.

"The challenge of the public markets is that it has the ability to create a lot of these near-term distractions if you start paying attention to the day-to-day stock price changes," Levie says. "A lot of those day-to-day changes have no bearing or relevance on the ultimate opportunity for your business."

Facebook has consistently declined to talk about its stock price. But CFO David Ebersman told analysts in July that "obviously we're disappointed about how the stock has traded."

"But I think the important thing for us is to stay focused on the fact that we're the same company now as we were before," he added.

Zuckerberg will get a chance to muse about Facebook's fall on Tuesday when he is scheduled to speak at a technology conference in San Francisco.

Zynga Inc., the maker of "FarmVille," ''Mafia Wars" and other games that first became popular on Facebook, appears to face more uncertainty.

The San Francisco company is losing money and players while facing stiff competition as more games are played on mobile devices instead of personal computers. CEO Mark Pincus insists the company will rebound, though many analysts consider Zynga hopelessly adrift. Zynga's shares are now hovering around $3, down from a peak of nearly $16 in early March.

Nonetheless, there are nothing but good vibes emanating from many other technology companies in Silicon Valley and San Francisco.

Even as Zynga employees watch the value of their stock options deflate, the 65 or so workers at Pinterest are settling in to the online scrapbooking service's new San Francisco headquarters just a block away. Around the same time Facebook went public, Pinterest raised $100 million from investors who valued the company at $1.5 billion, according to several media reports.

Meanwhile, iPhone maker Apple has established itself as the world's most valuable public company ? ever. It hit another all-time high Monday as anticipation builds for Wednesday's expected unveiling of the latest iPhone.

"We have completely forgotten the bad days at Apple," says Alfred Chuang, former CEO of software maker BEA Systems and founder of software startup Magnet Systems.

Bankruptcy loomed at Apple in the mid-1990s until exiled co-founder Steve Jobs returned.

Today, Apple boasts a market value of about $630 billion and is riding a wave of culture-shaping innovation that Jobs unleashed with the development of the iPod, iPhone and iPad before he died last year.

Apple's ups and downs are emblematic of Silicon Valley's often-turbulent climate, Chuang says.

"But when we see something heading down fast, the next wave can be heading up very quickly," he says.

Professional networking service LinkedIn, whose IPO preceded Facebook's by a year, has become the best-performing Internet stock to go public since the start of 2011, according to Dealogic, a research firm. LinkedIn is doing so well that it recently signed a lease to expand into Sunnyvale, Calif., offices spanning 560,000 square feet beginning in 2014. The additional space will enable LinkedIn to add about 3,000 more workers in Silicon Valley.

Meanwhile, a slew of unsexy, business-focused tech startups are raising big money from prominent venture capitalists drawn to the companies' stability and predictable business models.

"Facebook is yesterday's story. People are looking at the next thing," says Terry Connelly, dean emeritus at Golden Gate University's Ageno School of Business in San Francisco.

Some of the best examples include Silicon Valley-based software companies Palo Alto Networks Inc., ServiceNow Inc. and Splunk Inc.

All have seen their value grow by more than half since their IPOs this year, even as IPOs of better-known companies such as Facebook proved to be a disappointment.

The difference? Rather than focusing on consumers whose tastes can be finicky and rise and fall with trends, these three court corporations and government agencies as customers. Palo Alto makes firewall technology that protects computer networks, ServiceNow's software automates technology operations and Splunk's analyzes massive amounts of data.

"You can make a lot of money selling stuff that nobody understands," jokes Ben Horowitz, who went through the first Internet boom as an executive at Web browser pioneer Netscape Communications during the late 1990s. He's now a partner at the venture capital firm Andreessen Horowitz.

On average, the 60 technology companies that have gone public since the start of 2011 had seen their stock price increase by 11 percent through August, according to Dealogic. That was slightly better than the 9 percent gain posted by the Standard & Poor's 500.

Even companies that have seen their market values grow know they can't afford to slow down.

Splunk's stock price has more than doubled to about $37 since its April IPO, which Chief Marketing Officer Steve Sommer says "makes everyone feel good."

But he says signs posted around the company's San Francisco office remind employees that they are at "mile 3 of the marathon."

"It does feel good to have a successful stock price (to) look at, but everybody is focused on what we can do to get to mile four, five," he says.

School Resources from the NYC Council

Below is helpful information for families preparing and planning ahead for the new school year, from the NYC Council.

Implementation of the Dignity for all Students Act
The Dignity Act, which went into effect on July 1, 2012, increases the requirements for schools in preventing bullying and creating harassment-free learning environments. (Click here for information on the law's requirements within our schools.)

Here are some things to keep in mind as your child returns to school this year:

? Schools should send home an age-appropriate version of the Dignity Act policy with all students.? This should be in plain language and should be distributed at the beginning of the year.
? Every school should have a Dignity Act coordinator, an individual who is currently called the Respect for All (RFA) liaison.? This individual must be thoroughly trained to respond to incidents of bullying and bias-based harassment that occur as a result of students' race, color, weight, national origin, ethnic group, religion, religious practice, disability, sexual orientation, gender and sex.
? School staff (non-professional staff) should be trained to raise their awareness and sensitivity to potential discrimination or harassment, as well as how to prevent and respond to a bullying incident.
? School staff who find out about harassment or bullying are required to act immediately to report and address bullying.? They should be trained in the proper procedures for doing so.
? School staff must be aware that the Dignity Act now encompasses staff-to-student bullying, and has the same reporting requirements as student to student bullying.
? Schools must answer all bullying incidents with specific responses intended to create a school environment that is free from discrimination and harassment.

If you have any questions about whether or not your child's school is abiding by these regulations, you can contact the DOE at RespectForAll@schools.nyc.gov.? You can also contact Carlos Menchaca or Nick Rolf in the Council's Community Outreach Unit at cmenchaca@council.nyc.gov and Nrolf@council.nyc.gov, respectively.

New Special Education Services for Students and Families

The following services are being offered to help families get their questions answered in a timely manner.

Beginning August 1, 2012, families who need assistance with their children's placements or have any questions regarding the reforms can do any of the following:

    1.?Call a dedicated hotline for special education support at (718) 935-2007;
    2.?Call 311 and ask for services for parents;
3.?Attend family office hours in nine sites across the five boroughs with day, evening, and weekend hours beginning July 31, 2012.? During office hours, a special education specialist will be available to help resolve families' questions about the special education reform initiative and work to reach solutions to support their child(ren).? The complete schedule of dates, times and locations is available on the DOE's website at http://schools.nyc.gov/Academics/SpecialEducation/when-is-the-next/2012parent-information-session.htm.

Free Citywide Legal Services for Immigrants & their Families

Last week the NYC Council announced a new partnership with CUNY Citizenship Now! to begin providing free high-quality and confidential legal immigration services to New Yorkers and their families in the wake of President Obama's historic decision to defer deportation action for young immigrants.? These services, which begin October 1, 2012, will be offered at 30 different locations on a weekly or monthly basis over the next year.

Through this Council-funded program, qualified attorneys and paralegals will offer one-on-one consultations and assist qualified immigrants with applying for citizenship.? New Yorkers will have access to a variety of legal services, including green card applications, deferred action, citizenship interview coaching and more.

Services will be offered weekly at seven Council members' offices in Queens, five in Brooklyn, four in the Bronx, three in Manhattan and one in Staten Island, and offered monthly at three offices in Queens, four in Brooklyn, two in the Bronx, one in Manhattan, one in Staten Island.? Locations were selected by analyzing Citizenship Now! data from years past.

You can find the full list of participating Council Member offices here.

Changes Made to School Discipline Code

Missing even a few days of school, especially during those critical early years (kindergarten through 3rd), can have negative consequences throughout a student's academic career.

After several public hearings and a meeting with the Speaker's office, the NYC Department of Education (DOE) recently updated their discipline code, which includes a number of important changes that the City Council and advocates called for.?

    These changes include:

??Previously, a Level 3 Infraction (defined as disruptive behavior) could result in a "superintendent's suspension" (an out of school suspension lasting 6-10 days).? This is no longer an option for students in grades K-3.? The maximum penalty for the same infraction would result in a "principal's suspension" (less than 5 days).

??The DOE has also changed language in the code to encourage teachers to start with guidance-based intervention rather than immediate discipline.? For example, instead of suspending a student, teachers will be encouraged to hold a conference with the child, their parents, and a social worker to explain why the student's actions were wrong and to collaboratively develop a plan to help that student improve their behavior in the future.

You can find the DOE's revised discipline code, effective September 2012, here.

You can read more about these important changes in the news by clicking on the links below:

Beginning January 1, 2014, there will be a new GED test in New York State.? As a result, any scores on the sections passed by test takers prior to that date will no longer count.? Therefore, we encourage anyone who's considering taking the GED again to do so by the end of 2013.

There are a number of programs around the City that can help students and adult learners prepare for and pass the GED.? For example, New York City has a network of Literacy Zones with counselors who can assist New Yorkers with finding a GED preparation program that best serves their needs.?
